WASHINGTON – Representative Josh Harder (CA-10) slammed the United States Citizenship and Immigration Service (USCIS) for its incompetence in handling a local request for investment which would bring an estimated 2,000 jobs to the Central Valley. Aemetis Technologies is planning to open a new manufacturing facility in Riverbank but is reliant on foreign investments to afford initial construction. After doing more digging, he found that these shortages are because the Modesto VA is prohibited from paying their medical practitioners as much as the Stockton and San Francisco VAs, thus lowering Modesto's ability to compete for talent. To remedy this issue Rep.
