FY24 Community Projects Funding Disclosure
Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2024 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with House Rules and Committee requirements, Rep. Harder has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Project Name: Emission Reduction Initiatives for the Port of Stockton
Requested Amount: $9,600,000

Project Explanation: The funding would be used for bonnet capture and control device that will capture emissions from some of the vessels traveling through the Port. The device provides cargo carriers a great option in reducing their air quality impacts while continuing to provide key economic benefits to Stockton.

The project is an appropriate use of taxpayer funds because it would address degrading water infrastructure, prevent contamination risks during flooding, and save taxpayers’ money by completing this project at the same time as the Stockton Diamond Grade Separation construction.
