FY23 Community Projects Funding Disclosure

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2023 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Rep. Harder has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

 

The projects are listed in alphabetical order below:

 

Project Name: California State University - Stanislaus Mental Health Workforce Shortage

Requested Amount: $1,681,720

Subcommittee: Labor HHS Education

Project Sponsor: California State University, Stanislaus, One University Circle, Turlock CA 95382

Project Explanation: The funding will be used to increase cohort size of their clinical program offerings and and establish a partnership with three San Joaquin Valley Behavioral Health Departments to increase clinical placement capabilities.This expansion will increase the number of faculty at the University and increase student population completing their practicum hours within any of the three Behavioral Health Departments (Stanislaus, San Joaquin, and Merced Counties).

Project Name: Community Medical Centers (CMC) Adolescent Health Center

Requested Amount: $950,000

Subcommittee: Labor HHS Education

Project Sponsor: Community Medical Centers, 7210 Murray Drive, Stockton, CA 95210

Project Explanation: The funding would be used to establish a regional CMC 

Adolescent Health Center that will provide a menu of services in one hub, targeted for at-risk and low income adolescents in San Joaquin County.

Project Name: Community Medical Centers (CMC) Manteca Recovery Center

Requested Amount: $950,000

Subcommittee: Labor HHS Education

Project Sponsor: Community Medical Centers, 7210 Murray Drive, Stockton, CA 95210.

Project Explanation: The funding would be used to support the cost of renovation and equipment to remodel a leased space into a CMC Manteca Recovery Center. This center will offer a larger scope of services, including day sobering services to south SJC and Stanislaus County residents, a modality of care that will increase public safety by providing a safe place for patients to become sober.

Project Name: Crisis Care Mobile Units (CCMU)

Requested Amount: $4,000,000

Subcommittee: Labor HHS Education

Project Sponsor: Stanislaus County Behavioral Health and Recovery Services (BHRS), 800 Scenic Drive, Modesto, CA 95350

Project Explanation: The funding would be used to expand mobile crisis services in partnership with the Modesto Police Department (MPD) and the Stanislaus County Sheriff’s Office (SO). BHRS staff will be embedded with and respond alongside their law enforcement partners to behavioral health crisis-related 911 calls for service.

Project Name: Crows Landing Water Wells Project

Requested Amount: $5,000,000

Project Sponsor: Stanislaus County, 1010 10th Street, Modesto, CA 95354

Project Explanation: The funding will allow the Stanislaus to construct a new well and rehabilitate well #4 of the disadvantaged Crows Landing Community Service District.

Project Name: Delta College Nursing Simulation Labs

Requested Amount: $3,800,000

Project Explanation: The funding would be used to add four portable Simulation Labs to be housed in one of the College’s available lots in which two Simulation Labs will house three hospital beds and requisite equipment (for a total of six hospital beds, set-up for oxygen, monitoring ekg etc), and two will mimic residential scenarios. These labs will provide a safe environment where students learn experientially through simulations of real life emergencies as experienced by seasoned healthcare workers.

Project Name: Manteca Navigation Center

Requested Amount: $2,000,000

Subcommittee: Transportation, Housing and Urban Development

Project Sponsor: City of Manteca, 1001 W Street, Manteca, CA 95337

Project Explanation: The funding would be used to develop a comprehensive Navigation Center and use development to help transition individuals and families from housing insecurity to permanent housing through the creation of dorm rooms, common areas, a health clinic, 16 transitional housing units and nearly 200 units of affordable housing.

Project Name: Modesto Junior College Regional Fire Training Center Apparatuses and Training Props

Requested Amount: $2,000,000

Project Explanation: The funding would be used to purchase fire training apparatuses, props, and equipment that will better train and prepare Entry Level and Advanced level Emergency Responders to become efficient and effective firefighters.

Project Name: Riverbank Microgrid Project

Requested Amount: $2,500,000

Project Sponsor: City of Riverbank, 6707 Third Street, Riverbank, CA 95367

Project Explanation: The project proposes the installation of a micro-grid solar energy system (solar photovoltaic system) at the Riverbank Community Center located at 3600 Santa Fe Avenue, Riverbank, CA 95367. The Solar Photovoltaic (PV) system size will be 69.12 Kilowatt (KW) which will produce 109.1 Megawatt-hour (MWh) annually. The system will include a 100KW Battery Energy Storage System which will store up to 327 Kilowatt-hour (kWh) per charge. This system will allow the Riverbank Community Center to operate independent of the current Pacific Gas & Electric power provider and will be a safe, reliable location for the Riverbank’s emergency shelter in the event of a natural disaster.

Project Name: SSJID Surface Water Connection

Requested Amount: $4,500,000

Project Explanation: The funding will be used to construct a 5-mile water pipeline to connect the City's potable water system to the South San Joaquin Irrigation District (SSJID) surface water transmission main.

Project Name: State Route 132 West Project Phase 2

Requested Amount: $7,000,000

Subcommittee: Transportation, Housing and Urban Development

Project Sponsor: Stanislaus Council of Governments, 1111 I Street, Suite 308, Modesto, CA 95354

Project Explanation: The SR-132 West project will construct a four-lane freeway/expressway in California’s Central Valley along a new alignment in Stanislaus County, between State Route 99 and Interstate 5. This new grade-separated facility will bypass congested local streets in the City of Modesto, creating a safer traffic environment for residents, reducing air pollution, and stimulating local economic activity.

Project Name: State Route 99/120 Connector Project Phase 1B

Requested Amount: $7,000,000

Subcommittee: Transportation, Housing and Urban Development

Project Sponsor: San Joaquin Council of Governments, 555 E Weber Avenue, Stockton, CA 95202

Project Explanation: The funding would be used to expand and improve the existing interchange between SR 99 and State Route 120 in the City of Manteca to provide congestion relief and improve operations, and in turn will further the Federal air quality and climate goals, preserve the character of the local community, and advance co-benefits of safety, economy, and efficient land use.

Project Name: St. Joseph’s Medical Center (SJMC) Pediatric Expansion and Enhancement Services

Requested Amount: $711,690

Subcommittee: Labor HHS Education

Project Sponsor: St. Joseph’s Medical Center, 1800 North California Street, Stockton, CA 95204

Project Explanation: The funding would be used to expand and improve the NICU Pediatric services with an upgrade of state of the art equipment and eight additional beds and enhancements of the comprehensive remodel of the Pediatric Unit.

Project Name: Tracy Temporary Emergency Housing Facility

Requested Amount: $3,000,000

Project Explanation: The funding would be used to construct and install infrastructure for the first low-barrier shelter in the region.

Project Name: VOLT Supply Chain Automation Training Program

Requested Amount: $410,000

Project Sponsor: Stanislaus Business Alliance DBA/Opportunity Stanislaus, 1625 I St, Modesto, CA 95345

Project Explanation: The funding would be used to create a training program that will allow low skilled warehouse workers in the distribution sector an opportunity to upskill and dramatically increase their earning power. The training has been developed in three key areas: Automated Equipment Maintenance/Equipment Repair/ and Automated Networking.
