FY27 Community Projects Funding Disclosure

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 20 projects in their community for fiscal year 2027 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments as well as eligible non-profit entities in selected accounts are permitted to receive funding.  In compliance with House Rules and Committee requirements, Rep. Harder has certified that he, his spouse, and his immediate family have no financial interest in any of the projects he has requested.

Project Name: Antioch Police Department Strategic Public Safety Technology Improvements – Real-Time Operations Center (RTOC) Project

Requested Amount: $1,684,990

Subcommittee: CJS

Project Sponsor: City of Antioch

Project Explanation: The funding would be used to purchase the necessary equipment to establish a Real-Time Operations Center to integrate existing technologies into a unified, citywide system. The project has a Federal nexus because the funding provided is for purposes described in section 1701(b)(9) of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10381(b)(9)).

Project Name: BeWell Campus Tiny Home Village Project

Requested Amount: $1,310,750

Project Explanation: The funding would be used for developing a supportive housing community designed to serve individuals with behavioral health needs who are experiencing, or at risk of, homelessness. The project has a Federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. § 5305(a)(2).

Project Name: California State University, Stanislaus Stockton Campus - STEM Science Laboratory Expansion and Innovation Center Project

Requested Amount: $1,500,000

Project Explanation: The funding would be used to establish a state-of-the-art STEM Science Laboratory Expansion and Innovation Center at its Stockton Campus to support undergraduate and graduate students in biology, laboratory sciences, and broader Science, Technology, Engineering, and Mathematics (STEM) pathways.  The project has a Federal nexus because the funding provided is consistent with purposes authorized in 42 U.S.C. § 5305(a)(2).

Requested Amount: $2,600,000

Project Explanation: The funding would be used for the installation of fixtures and furnishings, and the acquisition of specialized equipment needed to serve at-risk youth aged 12-18 at public Youth Centers in Contra Costa County. Project Name: Delta College Manteca Bio Economy Training Hub

Requested Amount: $2,000,000

Project Explanation: The funding would be used to develop the Manteca Bio Economy Training Hub at Delta College, which includes the renovation of an existing research facility, construction of new specialized laboratory spaces, and installation of bioeconomy infrastructure to create a fully compliant biosafety laboratory training center. Project Name: East Antioch Creek Outfall Improvements Project

Project Explanation: The funding would be used to replace two storm drainpipes with flapper gates, reconstruct a compromised sanitary sewer pipeline, and stabilize erosion-prone soils beneath a key access roadway along the Sacramento-San Joaquin Delta. Project Name: Expanding Access to Specialty Care Project

Requested Amount: $5,148,241

Project Explanation: The funding would be used to purchase state-of-the-art medical equipment and surgical infrastructure to expand community and regional access to high-acuity specialty services, including neurology, urology, gastroenterology, orthopedic surgery, cardiothoracic surgery, and surgical oncology.  The project has a federal nexus because the funding provided is for purposes authorized under the Public Health Service Act.
